This Monday, October 19, the Castro Valley Municipal Advisory Council (MAC) will hear a proposal to fund affordable housing in the Eden Area. We need Castro Valley residents in the room to show community support!
Castro Valley MAC Meeting
Monday, October 19, 2026 · 6 PM
Castro Valley Library, 3600 Norbridge Ave, Castro Valley, CA
The proposed Unincorporated Housing Trust Fund would create a dedicated pot of county money that can only be spent on affordable housing in the Eden Area. Right now, that money doesn’t exist as its own fund.
During public comment, anyone can speak for a minute or two. Tell the Council what housing is like for you or your family. You don’t need to be an expert. The more the Council hears from residents, the more likely they are to support the proposal.
Why the Eden Area Needs Its Own Fund
The Eden Area is unincorporated. That means there is no city council and no city housing department. Cities like Hayward and San Leandro can create their own housing funds. Our communities depend on the county to do it for us.
Without a dedicated fund, affordable housing in the Eden Area competes for county resources with every other priority. A trust fund would set money aside so it can only go to homes here.
The need is real. Eden Area families deal with:
- Poor housing quality: unsafe, aging and overcrowded homes
- High costs: rent and grocery bills that stretch budgets thin
- Few local jobs: most residents commute out of the area for work
These problems are connected. When housing costs eat up a paycheck, families have less for everything else, and many are pushed out of the community they call home.
What the Trust Fund Would Do
- Build and fix up affordable homes. The fund would pay to create new affordable housing and to preserve and repair the homes we already have, so families aren’t stuck in unsafe or overcrowded conditions.
- Keep decisions local. Today, housing decisions for the Eden Area are made countywide. A dedicated fund would put Eden Area needs first and give our communities a stronger voice in how the money is spent.
- Take homes off the speculative market. When investors buy up homes to flip or rent at the highest price, prices rise for everyone. The fund would help keep homes permanently affordable, so they stay in the hands of the people who live here.
- Help working families buy homes. Owning a home is one of the best ways for families to build stability and stay in their community. The fund would support homeownership for working-class families, not just rentals.
Next Steps
The Housing Trust Fund is being developed by Supervisor Nate Miley’s office (District 4) in partnership with My Eden Voice, through a Partnership for the Bay’s Future fellowship focused on housing in the unincorporated areas.
This fall, the proposal goes before each of the Eden Area’s Municipal Advisory Councils and two county committees. These committees will gather information they’ll then use to advise the Board of Supervisors. Strong turnout at these meetings tells the County that residents want this fund!
